(1) How much money in total was taken from the budgets of those secondary schools with enrolments of greater than 1,200 students?
(2) From which schools did the money come?
(3) How much money was taken from the budgets of each of those schools?
(4) Which secondary schools received additional funding as a result of the redistribution of that money?
(5) How much money did each school receive?
(6) Were any funds remaining following this redistribution?
(7) If yes to (6), how much?
(8) If yes to (6), how have the remaining funds been used?
Hon Sue Ellery replied:
(1) All schools receive a per-student allocation for each eligible student enrolled at the time of the February 2018 student census. A reduced per-student allocation was applied once an enrolment threshold of 1 200 students was met, allowing large senior high schools to meet all fixed costs and still generate economies of scale to achieve additional funding, but at a slower rate of growth than in previous years.
In 2018, for schools with enrolments above 1 200, the per-student funding is reduced by $1 145 (13%) for each student above the threshold. This adjustment affected 26 senior high schools which, under the previous methodology, would have been allocated a further $12 674 005 in per-student funding.

(4)–(5) Some of the savings generated through the equity adjustment have been reinvested into small senior high schools. Schools with fewer than 500 students received an additional flat rate $288 500 in 2018. Those with between 500 and 900 students received an additional amount up to $288 500 depending on their size. This ensures a greater level of equity across senior high schools. Small senior high schools have received this additional funding through a targeted initiative in 2018.
