I refer to page 371 of the 2019–20 Budget Statements and the average out-of-cell hours under “Outcomes and Key Effectiveness Indicators”.
(1) Why is this figure provided only for adults?
(2) Has any consideration been given to including the average out-of-cell hours for young people as an effectiveness indicator?
(3) If no to (2), why not?

I thank the honourable member for some notice of the question. I note that this question was asked on 22 August, so it is relevant as of that date.
(1)–(2) The out-of-cell hours key performance indicator is necessary to measure the performance of prisons in the adult estate. Out-of-cell hours in the youth estate are recorded and have previously been provided to Parliament. The department’s objectives in maximising out-of-cell hours for juveniles differ from the benchmarking of performance within the adult estate.
(3) Not applicable.
