MINISTER FOR SCIENCE — PORTFOLIOS — RECORDS MANAGEMENT AND ARCHIVING

1337. Hon Alison Xamon to the minister representing the Minister for Science:

I refer to records management and archiving, and I ask:

(a)  for each of the last five financial years finishing 2016–17, for each Government agency within the Minister’s portfolio, could the Minister please provide the cost of records archiving services including:

(i)  collection;

(ii)  storage;

(iii)  retrieval; and

(iv)  destruction;

(b)  for each of the last five financial years, finishing 2016–17, for each Government agency within the Minister’s portfolio, could the Minister please provide the cost of records management consultancy services provided by:

(i)  the State Records Office; and

(ii)  private consultants and/or consultancy businesses; and

(c)  for each Government agency reporting to the Minister, could the Minister please explain the process by which records held offsite by third-party private companies can be searched and accessed by:

(i)  members of the agency;

(ii)  members of other Government agencies;

(iii)  members of academia; and

(iv)  members of the public?

ChemCentre
(a)

(i)–(iv) Most of ChemCentre’s archived records are stored off-site in accordance with the terms of the Government Common Use Arrangements. Over the past five years, suppliers have provided monthly consolidated invoices including the cost of collection, storage, retrieval and destruction and therefore it is difficult to provide separate costings for these items. A total cost for these items is provided:

2012–13      $10 874.40 (including GST)

2013–14      $11 846.97 (including GST)

2014–15      $9 424.28 (including GST)

2015–16      $19 896.48 (including GST)

2016–17      $20 068.41 (including GST)

No records management consultancy costs have been incurred by ChemCentre over the past five years.

Records are searched through the Records management system and accessed through an on line portal between ChemCentre and the offsite storage agent, approved under the CUA

(b)       (i)–(ii) No records management consultancy costs have been incurred by ChemCentre over the past five years.

(c)       (i) Records are searched through the Records management system and accessed through an on line portal between ChemCentre and the offsite storage agent, approved under the CUA

(ii)  No direct access is given. All requests must be received, approved and documents accessed by ChemCentre.
