I refer to metropolitan region scheme amendment 1133/57—rezoning of Kiara TAFE site to urban.

(1) Why was this amendment undertaken as a minor amendment rather than a major amendment, given —

•  
  (a) that attempts to previously rezone this land have been part of a major amendment;

  (b) the level of community interest in the site;

  (c) the ongoing and consistent opposition from the local community to developing the site as housing; and

(1) Will the minister consider the possibility of protecting the Kiara TAFE bushland as part of an offset clearing at the Jandakot airport site?

(2) If yes to (1), when will the minister be likely to make a decision about Kiara TAFE as an offset clearing at Jandakot airport?
